  "text": "(1) The civil partnership notices must be given—\n(a) only to a prescribed registrar, and\n(b) in prescribed cases by both parties together in person at a prescribed register office.\n(2) Before making any regulations under this paragraph the Secretary of State must consult the Registrar General.",
