  "text": "In proceedings under this Section—\n(a) the referral of a release decision shall be treated as an application by the Secretary of State;\n(b) the Secretary of State is the claimant;\n(c) the prisoner is the defendant;\n(d) the Parole Board and any victim (as defined in section 1 of the Victims and Prisoners Act 2024) of an offence to which the referral relates are not parties;\n(e) rules 8.7 and 8.8 shall not apply.",
