  "text": "(1) Any power of the Minister under this Act to make regulations and any power of the Minister under section . . . 15 of this Act to make orders shall be exercisable by statutory instrument.\n(2) Any statutory instrument containing regulations made under this Act, except an instrument containing regulations a draft of which is required by section 3(2), 5(2) or 7(3) of this Act to be approved by a resolution of each House of Parliament, shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
