  "text": "In this Part—\n(za) “appropriate agency” means—\n(i) in relation to England, the Environment Agency;\n(ii) in relation to Wales, the Natural Resources Body for Wales;\n(a) references to the emission of substances into the atmosphere are to be construed as applying to substances in a gaseous or liquid or solid state, or any combination of those states; and\n(b) any reference to measurement includes a reference to the taking of samples.",
