  "text": "(1) Rule 15 is amended as follows.\n(2) In the heading to rule 15 for the words “the appeal” there is substituted the word “a”.\n(3) In sub-rule (1) after the word “appeal” there are inserted the words “or of an application”.\n(4) In sub-rule (2) after the word “appeal” there are inserted the words “or of an application”.\n(5) In sub-rule (3) the word “appeal” is omitted.",
