  "text": "Rule 11 is amended by inserting after sub-rule (1) the following sub-rule—\n“(1A) Upon receipt of an application for leave to appeal, or permission to appeal out of time, the Provincial Registrar may give directions for the just disposal of the application in accordance with the overriding objective in rule 1.”.",
