  "text": "(1) The Committee may establish sub-committees.\n(2) A sub-committee may include persons who are not members of the Committee.\n(3) The Committee may pay such remuneration and allowances as the national authorities may determine to any person who—\n(a) is a member of a sub-committee, but\n(b) is not a member of the Committee.\n(4) This paragraph does not apply in relation to the Adaptation Sub-Committee.",
