  "text": "(1) Section 36 of the 2009 Act is amended as follows.\n(2) For subsection (1), substitute—\n“(1) This section applies if the Scottish Ministers lay a report under section 33 which states that an emissions reduction target has not been met.”.\n(3) In subsection (2), for “subsection (1)(a)” substitute “ subsection (1) ”.",
