  "text": "(1) Regulations and orders of the Treasury under this Act are to be made by statutory instrument.\n(2) A statutory instrument containing—\n(a) regulations under section 29, 135 or 136, or\n(b) an order under section 134,\nmay not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.\n(3) A statutory instrument containing regulations or an order under section 18, 25, 49, 68, 83, or 97, or an order under section 118, is subject to annulment in pursuance of a resolution of either House of Parliament.",
