  "text": "EDUCATION, WALES\nMade 20 February 2013\nLaid before the National Assembly for Wales 22 February 2013\nComing into force 26 March 2013\nThis Order is made in exercise of the powers conferred on the Secretary of State by sections 16(1)(a) and 17 of the Further and Higher Education Act 1992 and now exercisable by the Welsh Ministers.\nThe Welsh Ministers have published a draft and summary of this Order in accordance with section 16A of the Further and Higher Education Act 1992 and the Further Education Corporations (Publication of Draft Orders) (Wales) Regulations 2007.\nAccordingly, the Welsh Ministers make the following Order:",

      "text": "1992 c. 13; section 16 of the Further and Higher Education Act 1992 was amended by section 140(3) of and Schedule 31 to the Schools Standards and Framework Act 1998 (c. 31); by section 111(1) of the Learning and Skills Act 2000 (c. 21) and by the Local Education Authorities and Children’s Services Authorities (Integration of Functions) Order 2010 (S.I. 2010/1158). Section 17 of the Further and Higher Education Act 1992 was amended by paragraph 7 of Schedule 3 to the Teaching and Higher Education Act 1998 (c. 30) and by paragraphs 1 and 2 of Schedule 8 to the Apprenticeships, Skills, Children and Learning Act 2009 (c. 22)."

      "text": "The functions of the Secretary of State under sections 16(1)(a) and 17 of the Further and Higher Education Act 1992 were transferred to the National Assembly for Wales by virtue of article 2 of and Schedule 1 to the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672). The functions of the National Assembly for Wales were subsequently transferred to the Welsh Ministers by virtue of paragraph 30 of Schedule 11 to the Government of Wales Act 2006 (c. 32)."
