Laid before Parliament 11th March 1992
Coming into force 1st April 1992
The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 99(1) and (2)(d), 140(4) and 143(2) of the Local Government Finance Act 1988, and of all others powers enabling him in that behalf, hereby makes the following Regulations:
