  "long_title": "These Regulations apply only to Wales. Under Part VI of the Local Government Finance Act 1988 (“the Act”) charging authorities are required to maintain collection funds into which must be paid receipts from community charges. From its collection fund a charging authority must meet precepts from other authorities and its own demand, calculated under section 95 of the Act, in respect of its estimated expenses.",
