  "text": "MERCHANT SHIPPING\nSAFETY\nMade 20th March 1991\nLaid before Parliament 3rd April 1991\nComing into force 19th April 1991\nAt the Court at Buckingham Palace, the 20th day of March 1991\nPresent,\nThe Queen’s Most Excellent Majesty in Council Her\nHer Majesty, in exercise of the powers conferred upon Her by section 418(1) of the Merchant Shipping Act 1894, as extended by section 97(1) of the Civil Aviation Act 1982 and by section 738 of the said Act of 1894, and of all other powers enabling Her in that behalf, on the joint recommendation of the Secretary of State for Defence and the Secretary of State for Transport, and by and with the advice of Her Privy Council, is pleased to order, and it is hereby ordered, as follows:",
