  "text": "COMMONHOLD, ENGLAND AND WALES\nMade 14th July 2004\nLaid before Parliament 16th July 2004\nComing into force in accordance with regulation 1(1)\nThe Lord Chancellor, in exercise of the powers conferred upon him by sections 3, 9(2), 11(3), 13, 17(1), 19(1), 21(2), 24(6), 31(2), 32(1), 37(1), 45(2), 51(3), 57(3), 58(5) and paragraphs 2 and 16 of Schedule 3 to the Commonhold and Leasehold Reform Act 2002, makes the following Regulations:",
