The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred by sections 1, 2 and 15 of the Commons Act 1899f1 and now vested in themf2, and of all other powers enabling them in that behalf, hereby make the following regulations:—
