  "text": "OFCOM—\n(a) must issue, and may from time to time revise, guidance for the purposes of these Regulations;\n(b) must, before issuing their guidance or revised guidance, consult such network providers, infrastructure operators and other persons as OFCOM think appropriate; and\n(c) must publish their guidance or revised guidance in such manner as they think appropriate.",
