  "text": "In section 67(1)(b) of that Act (intervention to protect legitimate interests)—\n(a) the words from “which” to “or 33” shall cease to have effect;\n(b) for the words “that section” there shall be substituted “ section 22 or 33 ”; and\n(c) after the word “concerned” there shall be inserted “ (whether or not there would otherwise have been a duty to make such a reference) ”.",
