  "heading": "Power to amend paragraphs 3 and 4",
  "text": "(1) The Secretary of State may by regulations amend any of the following provisions of this Schedule so as to substitute a different amount or a different percentage for the amount or percentage for the time being specified in that provision—\n(a) paragraph 3 (2) (a);\n(b) paragraph 3 (2) (b);\n(c) paragraph 3 (3);\n(d) paragraph 3 (4);\n(e) paragraph 4 (3) (a);\n(f) paragraph 4 (3) (b);\n(g) paragraph 4 (4).\n(2) A statutory instrument containing regulations under sub-paragraph (1) may not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.",
