  "heading": "Meaning of number-based interpersonal communications service",
  "text": "(1) In this Chapter “number-based interpersonal communications service” means an interpersonal communications service which—\n(a) connects with publicly assigned numbering resources, namely a number or numbers in a national or international numbering plan, or\n(b) enables communication with a number or numbers in a national or international numbering plan.\n(2) In subsection (1), “interpersonal communications service” means a service which enables direct interpersonal and interactive exchange of information by means of electronic communications networks between a finite number of persons, where the persons initiating or participating in the communication determine its recipient.",
