  "text": "PUBLIC PASSENGER TRANSPORT\nROAD TRAFFIC\nMade 8th December 1997\nLaid before Parliament 10th December 1997\nComing into force 1st January 1998\nThe Secretary of State for Transport, in exercise of the powers conferred by section 60(1) and (1A) of the Public Passenger Vehicles Act 1981 and sections 23(2)(b) and 137(1) of the Transport Act 1985, after consulting with representative organisations in accordance with section 61(2) of the Public Passenger Vehicles Act 1981, hereby makes the following Regulations:",
