  "text": "The following provisions shall not apply to local authorities to which this Order applies—\n(a) subsections (1) and (2) of section 46 of the Act; and\n(b) the entry relating to section 46 of the Act contained in Schedule 1 to the Local Authority Social Services Act 1970.",
