The Secretary of State for the Environment as respects England, and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred on them by sections 25 and 146(6) of, and paragraphs 1 to 3 and 21(a) of Schedule 2 and paragraphs 1, 15 and 21B of Schedule 4 to the Local Government Finance Act 1988f1, and of all other powers enabling them in that behalf, hereby make the following Regulations:
