  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Community Charges (Information concerning Social Security) Regulations 1989 so as to permit the Secretary of State to provide relevant information to a community charges registration officer where either a person is awarded income support but does not at the time of the award claim community charge benefit, or a person changes his address while in receipt of income support.",
