  "text": "In this Part, “allotment” means land that—\n(a) is owned or leased by a local authority,\n(b) is leased or intended for lease by a person from the authority, and\n(c) is used or intended for use—\n(i) wholly or mainly for the cultivation of vegetables, fruit, herbs or flowers, and\n(ii) otherwise than with a view to making a profit.",
