  "text": "(1) The Scottish Ministers may by order make such incidental, supplementary, consequential, transitional or transitory provision or savings as they consider necessary or expedient for the purposes of, in consequence of, or for giving full effect to, any provision of this Act.\n(2) An order under this section may modify any enactment (including this Act), instrument or document.",
