The Secretary of State, after consultation with the President of the Competition Appeal Tribunal and such other persons as she considers appropriate in accordance with section 15(1) of the Enterprise Act 2002^f1, and after consultation with the Council on Tribunals in accordance with section 8(1) of the Tribunals and Inquiries Act 1992^f2, in exercise of the powers conferred by section 15 of and Part 2 of Schedule 4 to the Enterprise Act 2002 and by sections 192(3) and (4) and 193(1), (2)(b) and (3) of, and paragraph 23(5) of Schedule 18 to, the Communications Act 2003^f3, hereby makes the following Rules:
