  "text": "(This note is not part of the Regulations)\nThese Regulations prescribe the information to be contained in a statement to be published together with a toll order under section 6 of the New Roads and Street Works Act 1991 prepared by the Secretary of State in draft or made by a local authority and submitted to him for confirmation, where that order authorises the charging of tolls by a concessionaire. The information to be included in the statement is set out in regulation 3.",
