  "text": "(1) Amend section 146 of the 2000 Act (mandatory concessions: supplementary) as follows.\n(2) After the definition of “a half-price travel concession” insert—\n““London authority” means a London borough council or the Common Council of the City of London,”.\n(3) In the definition of “travel concession authority”—\n(a) after paragraph (b) insert—\n“(ba) a London authority,”;\n(b) after paragraph (c) insert—\n“(ca) the Council of the Isles of Scilly, or”.",
