  "text": "This Order provides for the application of sections 1, 2 and 4 of the Consular Conventions Act 1949 to Japan and thus enables Her Majesty to give effect to the Consular Convention between the United Kingdom and Japan which was signed at Tokyo on 4th May 1964 (Cmnd. 2377).\nThe purport of sections 1, 2 and 4 of the Act is stated in the preamble to this Order. Sections 1 and 4 relate to England and, with the modifications contained in section 7 of the Act, to Northern Ireland; sections 2 and 4 relate to Scotland.",
