  "text": "(1) An applicant who makes an application must do so—\n(a) in the form and manner required by the delivery body; and\n(b) no later than the application closing date.\n(2) Where an application has been made in accordance with paragraph (1), the delivery body must give a notice to the applicant which states the date of receipt of the application.",
