  "heading": "Delivery of the decision",
  "text": "(1) The decision of the Tribunal on an application must be given in writing and must include a statement of the Tribunal’s reasons.\n(2) The Secretary must as soon as practicable serve on every party to the proceedings a copy of the Tribunal’s decision.\n(3) The Chairman must arrange for the decision of the Tribunal to be published in such manner as considered appropriate.",
