# The Cornwall Harbours Harbour Revision Order 2023, Paragraph 14

Regulating vessels in the harbours and their entry into and departures from the harbours and, without limiting the scope of this paragraph, for prescribing rules for regulating the speed and manner of navigation or movement and the lights and signals exhibited or made by, or for the benefit of, vessels using, navigating or mooring within the harbours.
