  "text": "(1) No part of Work No. 1 may commence until a skills and employment plan has been submitted to and approved by the relevant planning authority in writing.\n(2) The skills and employment plan must be substantially in accordance with the outline skills and employment plan.\n(3) The skills and employment plan must be implemented as approved and maintained throughout the operation of the relevant part of the authorised development to which the plan relates.",
