The Secretary of State for the Environment, as respects England, the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 113(1) of, and paragraphs 2 and 4 of Schedule 1 to, the Local Government Finance Act 1992^f1, and of all other powers enabling them in that behalf, hereby make the following Order:
