  "text": "The amount which the amount calculated by the authority referred to in the Schedule to this Order as its budget requirement for the financial year beginning in 1993 is not to exceed is the amount shown against its name in the Schedule, which amount does not exceed the amount already calculated by the authority as its budget requirement for that year.",
