  "text": "Before or as soon as possible after the coming into operation of an access agreement—\n(a)Scottish Natural Heritage or the National Park authority, in relation to an agreement made by it; or\n(b)the general or district planning authority, in relation to an agreement made by them,\nshall agree with the owner of the interest in the land what proportion of the figure set by the district valuer should be paid by Scottish Natural Heritage , the National Park authority or, as the case may be, the general or district planning authority in respect of each twelve month period.",
