  "text": "In section 24 of the Act of 1967 (which relates to the acquisition by planning authorities of land for public access), in subsection (1), for the words “or acquire the land compulsorily.” there shall be substituted the words, “ or, with the consent of the Secretary of State, acquire the land compulsorily:\nprovided that the authority may not acquire the land compulsorily unless it is impracticable to obtain such access by an access agreement or an access order.”.",
