Regulation 13 Effect on former scheme agreements

Powers derived from a former scheme agreement to withhold grant or to require any sum to be paid to the Minister shall not be exercised by the Minister in circumstances where it would exceed the powers in regulations 10 to 12 to exercise them, and nothing in those regulations shall be taken to add to the Minister’s powers under any former scheme agreement where that addition is not required by the Commission Regulation.
