  "text": "Nothing in rules 7 to 9 shall apply where the order for costs or the event giving rise to the taxation was made or occurred before 1st July 1991 and, in such cases, the taxing officer shall have regard to, but shall not be bound by, the scales which applied before those rules were made.",
