  "text": "Where the reviewing authority completes a review in accordance with section 113 of the Act, it shall—\n(a) if a petition has been presented in accordance with section 113(1) of the Act, or\n(b) if it exercises any of its powers under section 113AA of the Act,\ngive reasons for its decision.",
