  "text": "(1) Until the end of 31st March 2025, the administrator must maintain a record in respect of an allowance which shows—\n(a) the year in which the allowance issued;\n(b) the allocation in which the allowance was issued;\n(c) the date of issue of the allowance;\n(d) to whom the allowance was issued;\n(e) the account in which the allowances are held from time to time;\n(f) transfers of the allowances;\n(g) when the allowance is cancelled.\n(2) Before 1st April 2022, trading in allowances is permitted by participants and third parties.",
