  "text": "(1) In sub-paragraph (1) of paragraph 3 of Schedule 2 to the 1994 Act (certification of custody officers: England and Wales)—\n(a) in paragraph (b), for the words “person in charge” there shall be substituted the word “ monitor ”; and\n(b) in paragraph (c), for the words “person in charge” there shall be substituted the word “ governor ”.\n(2) In sub-paragraph (2) of that paragraph, for the words “or person in charge” there shall be substituted the words “ , monitor or governor ”.",
