  "text": "(1) Schedule 2 to the Proceeds of Crime Act 2002 (criminal lifestyle offences) is amended as follows.\n(2) In paragraph 8(1) (offences in connection with brothels), after “section 33” insert “, 33A”.\n(3) After paragraph 9B insert—\n“Environmental offences\n9C (1) An offence under section 33(1)(a) of the Environmental Protection Act 1990 (depositing, or causing or permitting the deposit of, certain waste, otherwise than in accordance with an environmental permit).\n(2) An offence under regulation 38(1)(a) of the Environmental Permitting (England and Wales) Regulations 2016 (S.I. 2016/1154) (operating a regulated facility, or causing or knowingly permitting a water discharge activity or groundwater activity, otherwise than in accordance with an environmental permit).”\n(4) An amendment made by sub-paragraph (2) or (3) does not apply in relation to an offence committed wholly or partly before the coming into force of the sub-paragraph in question.",
