  "text": "(1) The Secretary of State may from time to time issue guidance relating to the exercise by a constable of functions under sections 24 to 30.\n(2) A constable must have regard to any guidance issued under subsection (1) when exercising a function to which the guidance relates.\n(3) Before issuing guidance under this section, the Secretary of State must consult—\n(a) the National Police Chiefs’ Council, and\n(b) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(c) such other persons as the Secretary of State thinks fit.",
