  "text": "(1) Any power of the Secretary of State to make orders under this Act (other than orders under subsection (1) of section nineteen . . .) shall be exercisable by statutory instrument.\n(2) Any Order in Council or order under this Act may be varied or revoked by a subsequent Order in Council or order.",
