  "text": "(1) The Scottish Ministers may, with the agreement of the Crofters Commission, arrange for any of their functions under these Regulations to be exercised on their behalf by the Crofters Commission.\n(2) Such an arrangement shall be in writing and may be subject to such conditions (including conditions as to the costs and the charge for those costs) as may be agreed.",
