  "text": "In section 20 of the Light Railways Act 1896 (power to grant Crown lands)—\n(a) the existing text becomes subsection (1), and\n(b) after that subsection, insert—\n“(2) In subsection (1), in relation to land to which section 90B(5) of the Scotland Act 1998 applies—\n(a) the reference to the Crown Estate Commissioners is to be read as a reference to the person who manages the land, and\n(b) the reference to the Treasury is to be read as a reference to the Scottish Ministers.”.",
