  "text": "In section 16 of the Land Drainage (Scotland) Act 1958 (Crown rights)—\n(a) in subsection (3)(a), at the end insert “or the relevant person”, and\n(b) after subsection (3), insert—\n“(4) In subsection (3), “relevant person”, in relation to any land to which section 90B(5) of the Scotland Act 1998 applies, means the person who manages that land.”.",
