  "text": "(This note is not part of the Order)\nThis Order authorises Hertfordshire County Council (“the Council”) to construct and operate a rail link extending the London Underground Limited (“LUL”) Metropolitan Line from Croxley to Watford Junction via Watford High Street station. The Order authorises the acquisition and use of land for the purposes of the works and confers powers in connection with construction and operation of the railway.\nThe powers are conferred on the Council in the first instance, but the Order authorises the transfer of the powers by agreement to LUL or Network Rail.\nA copy of the deposited plans and the deposited sections and Book of Reference mentioned in the Order and certified in accordance with article 44 may be inspected at County Hall, Pegs Lane, Hertford SG13 8DQ.",
