  "text": "(1) Regulations may make—\n(a) any supplementary, incidental or consequential provision, or\n(b) any transitory, transitional or saving provision,\nthat the Welsh Ministers think necessary or appropriate for the purposes of giving full effect to, or in consequence of, any provision made by or under this Act.\n(2) Regulations under subsection (1) may modify this Act or any other enactment (whenever enacted or made).",
